What an assessment covers

Every assessment works from material that is publicly or legitimately accessible. Integri does not bypass access controls, use covert methods, or access private, restricted or credential-protected sources.

The scope is agreed at commissioning rather than assumed, and the assessment is made as at a stated date. Where the client holds material relevant to the agreed scope, that material is treated as a starting point for research rather than as established fact. The work is carried out independently of the decision or engagement it informs, and the result is a documented report rather than an impression given in conversation. Findings and conclusions are tied to the evidence on which they rest.

Every assessment is reviewed and authorised by Integri before issue.

An Integri report informs a decision. It does not discharge the client or appointing body's own due diligence or decision-making responsibilities.

Integri is politically neutral. Its methodologies, standards and assessment processes are applied consistently regardless of political affiliation, organisational structure, ideology or elected office. Integri does not endorse political parties, candidates or public policy positions.

For Monitoring Officers

From the perspective of a Monitoring Officer

Monitoring Officers are carrying more than they used to. Experienced colleagues are retiring faster than they are being replaced, the role is often combined with Head of Legal Services, and reorganisation is redrawing the ground underneath. At the same time a large number of members are new to local government and to the standards regime, which means more advice sought, more training needed, and less institutional memory to draw on.

Almost none of that reaches a Monitoring Officer as a question about a service. It arrives as a situation, usually after the appointment has been made and the conduct has happened, when the remedies are limited and the process is public.
